Regular Meeting
WATERTOWN, MINNESOTA
September 24, 2012

I.  The regular meeting of the Watertown-Mayer School Board in the Teaching and Learning Center on Monday, September 24, 2012 was called to order at 5:35 PM by Chair McCain.  Board members present:  Hoover, Janikula, Thompson,  McCain, Koehler, Salonek and Burns.  Absent: None.  Administration team members present:  Superintendent Marlette, Hennen, Guertin, Hittle, Pauly, Piersak, Fitzsimonds and Haugen. Absent:  None.
II. Visitor requests and consideration of agenda.
MMS (Motion made and Seconded by) Koehler and Hoover to approve the agenda as amended. Passes 7-0
III. General Business Items
MMS Burns and Koehler to approve the following consent agenda items:  Minutes of the Regular Board Meeting of August 27, 2012; Personnel consent agenda; business consent agenda – operations update.  Passes 7-0.
IV. Recognitions/Presentations:  None
V.  Reports by Guests, Administration and Board
James Kocherer reported on the district owned land and having an Ag plot.  Michael Piersak reported on the SPED Advisory Council. Mr. Marlette reported on the smooth start of the school year, enrollment being up and transportation.

VII. New Business
B MMS Salonek and Janikula to approve Resolution approving the ballot for the general election.  Ayes:  Salonek, McCain, Burns, Koehler, Thompson, Janikula, Hoover.  Nays:  None.  Passes 7-0.
C.  MMS Janikula and Burns to approve the Resolution approving the Affidavit of Posting the Notice of Election for the general election which has been called and will be held in and for Independent School District No. 111, (Watertown-Mayer), State of Minnesota, on Tuesday, the 6th day of November 2012, for the purpose of electing four school board members for four (4) year terms.  The posting of Notice of Election shall provide as follows.  Passes 7-0.
D.  MMS Salonek and Hoover to approve the Resolution approving the Affidavit of Posting Sample Ballot for the general election which has been called and will be held in and for Independent School District No. 111, (Watertown-Mayer), State of Minnesota, on Tuesday, the 6th day of November 2012, for the purpose of electing four school board members for four (4) year terms.  The posting of Sample Ballot shall provide as follows.  Passes 7-0.
E.  MMS Salonek and Burns to approve the staff approved changes to the Watertown- Mayer ISD No. 111 Health Insurance Plan, effective on January 1, 2012.  No increase to the District.  Passes. 7-0.
F. Discussion to change the WM ISD #111 administrative policy of letting our school our school equipment, such as tables, chairs and etc. be taken out of the school and used by the community for personal use.  Dies for lack of motion.
G.  MMS Thompson and Burns to approve the Resolution Certifying the WM School District No. 111 2012 Payable 2013 Levy Limitation and Certification at the “Maximum” amount as allowed by the Minnesota Department of Education.
2012 Payable 2013 certified at Maximum amount:  $5,827,841.48. 2011 Payable 2012 certified at Maximum amount:  $5,490,603.40 Difference: + $337,238.08;  % Increase: + 6.14%
Passes 7-0
H.  MMS Janikula and Burns to approve Superintendent Marlette’s FY2013 Performance
Goals as per the following: Goal #1:  Lead the School Board through a strategic planning process for overall district goals for the next (3-5) years.  This strategic planning process should include the following: Student achievement status, where succeeding, and where we need to improve Digital classrooms, future investments, staff development and curriculum plans;Facility plans which include enrollment growth and moving 1st Grade to Primary; Staffing plans, future negotiations, and staff development; Financial planning for the next 3-5 years; Communication and relationship plans with community and school
board; Expansion of our Gifted Program throughout the District
Goal #2:  Implement a communication plan: outreach plan; committee plan; and in-house plan. Passes 7-0.
VIII. Discussion of issues or open comments by School Board Directors.

IX. MMS Janikula and Hoover to adjourn the meeting at 7:20 PM and was duly passed.
