Watertown City Council Minutes



Regular Meeting Tuesday, May 28, 2013


Pursuant to due call and notice thereof, a regular meeting of the Watertown City Council was called to order at 6:30 p.m. on Tuesday, May 28, 2013 by Mayor Charlotte Johnson in the Watertown City Hall.

Upon Roll Call the following Council Members were present: Johnson, Stephen Crowder, Adam Pawelk, Michael Walters and Steve Washburn. City Staff present: Luke Fischer and City Engineer Andrew Budde.

Other visitors and guests were present.

The following motions were approved by the Council:

2. Motion to adopt the agenda as amended. Motion carried 5-0.

3. Motion to adopt the consent agenda as amended. Motion carried 5-0.

6A. Motion to approve Option Four (including no median and access to Mill Avenue) as the alignment for the intersection of Territorial Street and Lewis Avenue as part of the Bridge Replacement Project. Motion carried 5-0.

6B. Motion to accept the amended Joint Powers Agreement between the City of Watertown and Carver County, using Option Four for the proposed 2014 Bridge and Intersection Project. Motion carried 5-0.

6C. Motion to adopt Resolution 2013-05-28-01 establishing a rate of $26.00 per 1,000 gallons of waste deposited from licensed waste haulers. Motion carried 5-0.

6D. Motion to close the Council meeting at 7:17 p.m. for executive session pursuant to Minnesota Statute 13.D053B for settlement discussion and litigation strategy with regard to Opportunity Knox – 11, LLC v. City of Watertown. Motion carried 5-0. Upon reopening the Council meeting at 7:31 p.m., motion was made and seconded to accept the settlement agreement with Opportunity Knox-11, LLC regarding special assessment 851301 for property 85.4210130. Motion carried 5-0.

8. Motion to approve the voucher list/claims roster. Motion carried 5-0.

9. Meeting was adjourned at 7:37 p.m.
