DESCRIPTION OF PROPOSED SCHOOL CONSTRUCTION PROJECT CENTRAL PUBLIC SCHOOLS, ISD 108
Central Public Schools is proposing to construct an addition to the district elementary school facility to accommodate projected enrollment increases and to improve bus loading/unloading and parent drop-offs and pick-up areas. Minor remodeling will also be completed. As a part of the project, the district will eliminate current leases on sites used for early childhood family education and preschool programs and provide program space at the elementary school. The district will bring the proposal to district voters in an election on a date to be determined by the school board.
The referendum question will request authority to issue $3,300,000 of 15-year general obligation bonds to fund the addition to the school. The school board believes that this project is in the best long-term interest of the district.
If the bond referendum is successful and bonds are sold, the debt service on the bonds will be eligible for debt service equalization under Minnesota Statutes, section 123B.53, subdivision 3, if the bond schedule is approved. The amount of debt service equalization aid, if any that the district receives is determined annually and is dependent upon property wealth, student population, and other statutory requirements.
REVIEW AND COMMENT STATEMENT
Based upon the departments analysis of the school districts required documentation and other pertinent information from sources of the Minnesota Department of Education, the commissioner of Education is providing a positive review and comment for this project.
